Procedure for carrying of pets.

Regulations for transportation of pets through customs borders of the custom union:

  • You may import dogs and cats into the territory of the Russian federation in the number not more than 2. Import of dogs and cats from abroad must be accompanied by a veterinary certificate (international veterinary passport) of the exporting country. This document must contain information about clinical examination of the animal which should be held within 5 days before the date of departure, about diagnostic and preventive measures which are held not later than 14 days to the departure. Instead of the veterinary certificate you will be given a certificate of the Customs Union. It should be provided by an inspector of the air-transport border veterinary point (ABVP).
  • For dogs and cats exported abroad, a pet owner must provide the following documents: the veterinary certificate which should be made not later than 5 days before departure. This certificate includes marks about clinical examination of an animal and information about diagnostic and preventive measures, and must also comply with veterinary requirements of the importing country. Instead of the veterinary certificate an inspector of ABVP will give you veterinary license and a boarding pass. You may export dogs and cats across the state border of the Customs Union in the number of more than two in a case if you have a permit for export by Rosselkhoznadzor.
  • For transportation of animals along the territory of the Russian Federation you will need to receive veterinary certificate issued by the state veterinary service within 5 days before departure. At the Airport an inspector of the ABVP will provide you a boarding pass for the pet.

Information about ABVP inspectors’ work at Khabarovsky Airport

Air-transport border veterinary point of Khabarovsky Airport is a structural subdivision of the customs and veterinary department in the state border. It’s also a structural subdivision of the transport department of Rosselkhoznadzor in Khabarovsky Krai and in the Jewish Autonomous Region.

Air-transport border veterinary point of Khabarovsky Airport in an aviation pass in a checkpoint through the Customs Union border and in domestic flights serves as a state veterinary point which prevents infections transportation by people or animals into the territory of the Russian Federation and Khabarovsky Krai. It also prevents an overturn of the defective and dangerous products relating to veterinary-sanitary standards.

Frontier agents and veterinary inspectors control export, import and domestic cargo transportation. It’s made in order to implement veterinary inspection at the airport in accordance with the flight schedule. Following cargo types should undergo this control:

  • Animals of any kinds (domestic, fancy, wild animals, birds, fish, rodents and others).
  • Products of animal origin (meat and meat products, semi-products, fish and fish production, caviar, eggs and others).
  • Raw materials of animal origin (hunters’ trophies, stuffed animals and birds, horns of maral, animal skin, wool and other items).

Moreover one should provide not only ‘Permit to Import and permit to export’ by Rosselkhoznadzor for some categories of cargo which are classified as guarded items of the animal world but also ‘Permit for transportation by CITES’(The convention on International trade in Endangered Species of Wild fauna and flora).

Inspectors of the ABVP check all accompanying veterinary documents, examine conformity of documents with the cargo, make clinical examination of animals and prepare veterinary documents about boarding, unloading and transit. Inspectors issue a boarding pass for the animal and certify an aircraft for its transportability of cargo controlled with Rosselkhoznadzor.
